I am a french agent working with the english market and I get most of my leads (and sales) from three portals :
1/PropertyenFrance
2/FrenchHouseHunt
3/SelogerMali (sister site to FHH)
All free of charges !
I have worked with many portals in my time, including some of the big nationals (seloger, immostreet, logic, primelocation,etc) but by far the top three bring in the most clients and have a good conversion rate from contact to sale.
So maybe the paying portals should seriously rethink their strategy.
